It is, without a doubt, animated at 15 frames per second. As far as I can tell, MPEG stream is marked as 30-frames per second progressive with every frame being repeated twice (literally, not as flags, since I don't think double-repeat flags are allowed for DVD encoding). Using WinDVD (either auto or force-weave) will give you correct 30 frames per second with changes occuring every other frame only. That's all good and all. Unfortunately, it appears that the fields are offset by one. That means, if you use dScaler or other line-doubler, unless it knows to match up fields between current and previous frame, it will never know that the original video was from progressive material. I do not know how or why this happened on this DVD, but either way, I highly recommend you use WinDVD-type flag-reading DVD player to view this title. It is quite gorgeous that way. Too bad compression is kind of horrible.
